Department Introduction
The Afghanistan Postal Regulatory Authority (APRA) operates as a policy maker and regulatory authority in the country for postal services market, under the Ministry of Communications and Information Technology. It is responsible for regulating, inspection, and developing of the postal services sector in a legal and standardized manner.
At the first step, this authority was established in2006 under the name “Afghan Post Commissioner ate". Then, in 2009, it continued to operate as the "Postal Regulations Board” and in 2010, it changed its name to "Afghanistan Postal Regulatory Authority (APRA)".
The main aim of this authority is to regulate and inspection the provision of postal services and the country's postal market, create fare competition among postal service providers, protect customer rights, improve service quality, ensure the immunity of the postal service supply chain, and digitalization postal services in the country. By formulating the necessary policies, regulations, and procedures, the APRA strives to create a regulated, transparent, and reliable postal services in the national level market.
It is mentionable, that Afghanistan became member of the Universal Postal Union (UPU) in 1928 and in 1988 the Asia Pacific Postal Union (APPU). The Afghanistan Postal Services Regulatory Authority, on behalf of the Ministry of Communications and Information Technology, actively participates in the international congresses and meetings of these unions and follows up on the country’s national and international commitments in the postal services sector and is committed to implementing them through providers.
APRA is committed to using global experiences, contemporary technologies, and domestic capacities to provide a basis for sustainable development, modernization, and universal access to postal services in Afghanistan.
